Propagation of Scientific Approach among Masses
Objective & Methodology
Uttar Pradesh is a vast state of approximately 16 crore population with 70 districts & 17 commissioneries. The major problems of the state are illiteracy, non scientific temperament unemployment, pollution and poverty. There is an urgent need to tackle these burning problem through scientific temper and input of useful Science & Technology for in common masses of all sectors of the state.
The main objectives of science & Technology communication & Science Popularisation programmes are to disseminate the scientific knowledge, Create scientific awareness and to develop scientific temper among masses in rural and urban places throughout the state, but due to a small infrastructure of CSTUP, it finds difficult to cover the entire state at district & village level. In the year 1994. the Council has initiated the state-wide Vigyan Chetna Abhiyan and other major activities of science popularisation in the state to inculcate scientific temperament, scientific thinking, scientific attitude among masses in general and in students in particular. It is continuing.
Methodology
The programmes are widely and impactfully organised by the Council (itself), Governmental or Non governmental organisation, voluntary organisations through Regional S&T Centres, District science clubs including various scientific and technical institutions.
The target groups, the theme of the each programme & the implementing agency are identified by CST,UP officials in respect of S&T Communication. All projects and programme package are prepared by CST,UP and implemented by the active implementing agencies or active group of the Council.
In some cases, proposals are received/invited to cover maximum target group. The Project proposal are scrutinised, evaluated and modified (if required) by CST official’s. After approval of Executive committee the proposal are sanctioned for financial support. Each programme is supervised & monitored according to objectives.The physical & financial reports are received and examined in the Council before concluding the Physical and Financial dues.
For Patent Facilitating activity in the state council has also established a Patent Information Centre in CST, UP with the financial and technical support of patent facilitating centre, TIFAC Dept. of Science & Technology, Govt. of India, New Delhi. This centres caters the need of scientists/professionals/universities/ govt. departments and other innovators by taking up awareness programmes , provide search facilities and guide the inventors about patenting their inventions.
Support for publication of scientific journals to academic institutions
The council provides financial support for the publication of scientific research journals to some well established academic institutions in the state of U.P. with a view to popularise applied result of R&D work being carried out by various institutions, universities/research organizations in the state of U.P. amongst scientists/ technologists/researchers . The council has been providing financial support every year for publication of scientific journals to the following academic institutions.
1. National academy of science , Allahabad (Rs. 3.00 lakh)
2. Bharat Ganit Parishad, Lucknow (Rs. 25,000/)
3. Vigyan parishad, Prayag (Rs. 30000/-)
